LtCdr James Kelsey was a Naval Officer who served during World War II. Upon completion of active-duty service, he returned to raise a family in Waterbury Connecticut while continuing to serve as a reserve Officer. His children grew up to carry on his legacy of service by becoming nurses and educators, thereby enriching the lives of all who they worked with.
The James G. Kelsey Memorial Scholarship Fund is managed by the Rally Point Project and awarded annually to academically promising children of service members who have been accepted to undergraduate education programs but may require economic assistance in order to attend.
